Bye-election observer visiting Dambuk

ITANAGAR, Oct 6: The Election Commission of India (ECI) has appointed Stephen Hongray, IA & AS as expenditure observer for Dambuk Assembly constituency bye-election and he is visiting Dambuk Assembly constituency from Oct 7. The ECI also decided to use EVMs in all polling booths in the Dambuk bye-election, according to an official release.  The date of  polling is October 31 and  the last date for filing nominations is  Oct 14. The nominations shall be filed in the office of the Returning Officer (DC) Roing of the Dambuk Assembly Constituency. As per the existing electoral rolls of Dambuk, the number of electors is 11228 with break up of male 5538 and female 5690 and there are 28 Polling Stations in the constituency.

All necessary arrangements for drafting of polling personnel, sector magistrates and micro observers have been started. Model Code of conduct has been enforced and shall be applicable to all political parties and the State government concerned.

 

Objection to minority scheme

ITANAGAR, Oct 6: Opposing Minority Scheme in Arunachal Pradesh, a state fully lived by indigenous tribal people, Upper Siang district unit of IFCSAP urged the state government to immediately stop implementation of the scheme in the larger interest of the people of the state as implementation of the same may divide its people.

Monigong PRI leaders  demand empowerment of EAC

ITANAGAR, Oct 6: The PRI leaders of Monigong-Pidi Anchal Samiti have asked for authorizing Monigong EAC to issue ST, PRC certificates and affidavit.

In a letter to the chief secretary, they said our circles, Monigong and Pidi are far away from Mechuka Sub-division and the blockades during rainy season are the reasons why it becomes problematic for us to reach in time.

32 undergo eye surgery at Ziro hospital

ZIRO, Oct 6: In a post Mega Health Camp arrangement, as many as 15 eye patients have been successfully operated here today at district hospital Ziro.

Out of 227 cases of eye patients registered in the Mega Health camp held at Raga, 32 patients which needed surgical aid were brought to the district hospital, Ziro yesterday. 17 patients who were operated successfully yesterday have been sent back today. The remaining 15 patients were operated successfully today by Dr. Taba Khanna and Dr. Dusu Grayu.

Dr. Moli Riba, DMO Ziro and MO Dr. Joram Khopey (Pathologist) supervised the day long operation conducted here at district hospital, Ziro as the post mega health camp.

One of the patient’s son said, “I did not come across such a camp held in the district. I could not afford to bear the expenditure for my father’s eye operation, but today it was done in free of cost”. He thanked doctors for doing so despite of holiday today.

Later after completion of the post campaign operation, Dr. Moli Riba, DMO Ziro thanked Raga ADC, Hage Ruja and ASHA members of Raga area for their tireless work and cooperation rendered to the medical team throughout the camp at Raga. (By Yachang Tacho)

 

 

Man drowns in Ranganadi,body recovered

ITANAGAR, Oct 6: The body of the 42-year-old man, who was drowned in Ranganadi River yesterday morning has been recovered from Dejoo, North Lakhimpur district, Assam this evening at around 7 pm, informed All Kimin-Kakoi Youth Welfare Association (AKKYWA).

The man identified as Nabam Sarbang of Komaseki village under Kimin circle of Papum Pare district was washed away by the river water from 5 km point at Komaseki village at around 8.30 am after water was released from NEEPCO dam.

Holding NEEPCO, Yazali authority responsible for the death of the person as they claimed water was released without alerting the villagers at downstream, AKKYWA demanded the NEEPCO authority to give adequate compensation to the family of the deceased.

 

 

Zonal level tribal convention on RTE-SSA activities

ITANAGAR, Oct 6: The two-day state zonal level tribal convention cum convergence and NGO involvement meet related to RTE-SSA activities for 10 districts of the state was organized at SIRD, Conference hall here on October 3 and 4.

Participants comprised of ZPMs, district level coordinators, head teachers and NGO representatives from all the districts except Tawang.

Declaring the convention open, State Project Director, SSA Rajya Mission, R K Mishra,  expressed urgent need for active participation of all the members of the Panchayat Raj institution in the districts and municipal councils in the urban areas along with all the stakeholders and functionaries for the successful achievement of the flagship programme.

He called for urgent reformation and improvement of the school system throughout the state to match with the rest of the country.

Besides systematizing the functioning of the schools in harmony with the prescribed norms and standards, the schools need to be facilitated with solar plates, computers, internets etc, Mishra said.

He also emphasized on the need for fulfillment of toilets, drinking water and other infrastructures as per norms in the schools.

SPO, SSA Rajya Mission, G Karga, OSD Education D K Chaturvedi, West Siang District Pedagogy Coordinator Gemar Karga were the resource persons during the convention.

Several issues and challenges concerning residential schools, toilets, drinking water facilities, absenteeism of teachers, rationalization of posting of teachers, formation of district level committee for monitoring of SSA, MDM programmes/schemes figured in the presentations. Immediate need for convergence of pertinent to the unfulfilled toilets and pre-primary system in the existing schools were also raised by the participants.

 

 

Sub-divisional horticulture office, veterinary hospital at Nari demanded

RUKSIN, Oct 6: Nari ADC division under East Siang district appears to have grown from some perspectives in the last decades, but in broader sense, rural development is yet to touch areas like Nari, Seren, Koyu and Kora circles.

The area bereft of any small scale industry and other commercial prospect is lagging behind other parts of the state in the field of agriculture and allied cultures.

The rural areas settled on hilly terrains and plain law lying areas have huge scope of agriculture and allied sectors like horticulture, apiculture (honey rearing), pisciculture and animal farming, but due to lack of proper facilities and modern technologies, the farmers continuously have to depend on natural factors.

The people of Nari-Koyu are yet to see a well-equipped veterinary hospital, Sub-divisional Horticulture office and other offices.

There is a Veterinary Officer at Nari HQ but without hospital, manpower and necessary equipments. The Nari-Seren block including Namey, Telam (Old and New), Deka (Old and New), and Seren areas are located at epidemic prone area of Assam-Arunachal boundary.

Establishment of a Sub-divisional Horticulture office at Nari ADC headquarter with development wings at New Seren and Kora circle is a long pending demand of the people of the area. But their demands have always fallen on deaf ears.

The people say most of the officers in government departments, pretending unavailability of staff quarters stay at Pasighat and other places instead of their respective posting places. They frequently face problem in attending offices due to frequent bandh call given by Assam based organizations as they have to come to office through National Highway-52.

The Nari Seren ZPM Kenyom Dabii, taking up the people’s problems, moved the state’s Horticulture and Animal Husbandry Minister for fulfilling the demands raised by the rural farmers.

In a memorandum recently submitted to the minister in Itanagar, the ZPM demanded him to accord sanction for creation of the Horticulture offices besides a well-equipped Veterinary Hospital at Nari HQ with its Aid Centres at Namey, Telam, Deka, Potte and Seren villages.

He further moved the minister for fund against construction of five units of veterinary quarters including two units Key village sub-centres at Pam and Serem villages.

 

 

NICRA sponsored training on climate change

ITANAGAR, Oct 6: A National Initiatives on Climate Resilient Agriculture (NICRA) sponsored three days interactive training on mitigating climate change through integrated farming system (IFS) was organized by Krishi Vigyan Kendra, Dirang at Sangti under West Kameng district from October 4 to 6.

The training aimed at creating awareness and developing skill of the farmers about climate change.

Altogether 35 delegates including KVK officers, practicing farmers, farm women and unemployed rural youth attended the programme.

Inaugurating the training, Dr. SM Deb, Director, National Research Centre on Yak, Indian Council of Agricultural Research, Dirang has explained the farmers about various reasons of climate change and how to mitigate climate change through agriculture.

Improved high yielding variety of pea seeds (VRP-22) introduced by Indian Institute of vegetable Research (ICAR) which was tested through Front Line Demonstration (FLD) by the Kendra and arkal variety were distributed among the farmers.  

Lanjom, Anchal Chair Person, Dirang Block in her speech appreciated the choice of the location specific subject of training programme.  She stressed the need and importance of such programme to accelerate the practice of this profitable trade.

She also explained the effect of the previous training and how the farmers have benefited to improve their production and productivity.

Earlier, Dr. N D Singh, Programme Coordinator of the Kendra, in his welcome address highlighted the role and function of the KVK, especially in the field of frontline demonstration, on farm trials and training on agriculture and its allied sectors in West Kameng district. He suggested the farmers to utilize their agricultural land in proper manner. He also explained to the farmers about judicial use of their natural resources to mitigate the climate change effect and to improve their income through agriculture and allied sectors.

During the technical session, Dr. Singh emphasized the importance and scope of organic farming and crop rotation system through power point presentation.

The subject matter specialists in Agronomy explained about scientific cultivation of pea.

 

 

IFCSAP takes important decisions

ITANAGAR, Oct 6: Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) in its general body meeting  today unanimously decided  to  observe  1st  December as Indigenous Faith Day.  With this decision taken after threadbare discussion in the meeting, the controversy over shifting of the Indigenous Faith Day from 31st December to 1st December has ultimately been resolved, informed IFCSAP general secretary Gichik Taaza in a release today.

The meeting presided over by IFCSAP president Y D Thongchi  and attended by all office bearers and districts unit representatives further resolved that the whole month of the December every year will also be observed as Indigenous month with various programmes for preservation and promotion of local faith, culture, sports and games which will culminate on the 31st December at community level and Abotani community will  observe this day as Donyi-Polo Day.

In one of its important decision, the IFCSAP further decided to introduce an Award namely “IFCSAP Ratna” to be awarded to a prominent person who had dedicated his life for promotion, protection and preservation of Indigenous faith and culture and also felicitate personnel who contributed in this field, the release added. Prominent persons, who participated in the meeting included Y. D. Thongchi, Taba Hare, Dr. Ligu Tacho, Bengia Augung, Kuru Tai, Opung Jamoh Dai and Bai Taba and others.

 

 

Review meeting cum workshop

ITANAGAR, Oct 6: The two days annual review meeting cum workshop regarding action taken reports on Community Trainings, Shiksha Ka Haq Abhiyan and RTE Compliance activities concluded here today.

Earlier, inaugurating the meeting cum workshop, State Project Officer G Karga expressed urgent need for furnishing of RTE compliance schools parameters from the districts and also sought detailed action taken reports pertinent to three phases of community trainings and activities of Shiksha Ka Haq Abhiyan carried out till September 2013 against AWP & B 2012-13.

He also cautioned the district level coordinators and master trainers to be in well preparedness for carrying out the annual activities for the current 2013-14 under the interventions of community mobilization, public awareness cum media activities, etc.

He also told the district level coordinators to ready themselves for Annual Work Plan and Budget 2014-15.

Thorough exercises on physical and financial achievements along with RTE Compliant data were done during the two days programme.

The SPO, while informing about the directives from the Commissioner, Education and SPD, SSA Rajya Mission, asked the absentee and defaulting districts to fulfill the ATR within a week for further action.

District Level Coordinators and Master Trainers from West Kameng, East Kameng, Papum Pare, Lower Subansiri, West Siang, Upper Siang, Lohit and Changlang districts attended the programme.

 

 

Talar to represent country at Indonesia event

ITANAGAR, Oct 6: Laa Talar will represent India at Badminton Asia Championship scheduled to begin in Kudos, Indonesia from October 8 to 13.

Talar is among four Indian players selected to participate in Boys U-17 singles event. The players have been selected by Badminton Association of India (BAI) on the basis of  their national ranking on September 18.

The team is leaving New Delhi tonight for Indonesia.

While informing this, Arunachal State Badminton Association (ASBA) expressed the hope that Talar will maintain his spirit and tempo to bring more laurels for India as a whole and Arunachal Pradesh in particular by winning medal in the championship.

Talar won bronze medal in U-19 category at Wimbledon Junior Inter­national Badminton Championship held in London last month.

 

Shantidoot Youth Cycle Yatra concludes

PASIGHAT, Oct 6: The month long ‘Shantidoot Youth Cycle Yatra for Glorious Bharat’, launched at Naharlagun on Sept 24 concluded at Pasighat on Oct 4 last. Altogether 25 Shantidoot Sevadhari took out a cycle rally spreading the message of peace and tranquility in the society.  

Addressing the flag in ceremony of the rally organized by the youth wing of Prajapita Brahma Kumaris World Spiritual University headed by BK Harish and BK Poonam here on Friday evening, East Siang Deputy Commissioner Nidhi Srivastava said youths should play a vital role in state building. They have exhibited their potential not only in education, games and sports but also in other fields at all levels. Srivastava hoped that the youth would focus on positive aspects and lend their efforts in constructive activities. Being the elders we must ensure that youth power is not misutilized or allowed to stray, the DC further added.

Chief Councillor Denong Tamuk said ‘Cycle Yatra’ aimed at helping people especially the youth of the country to overcome their negativity, vices and addictions through the practice of spirituality and Rajyoga meditation. It is not only commendable but also highly imperative. Among others, BK Harish and BK Poonam delivered spiritual speeches. Mayu XI lift  first Ke-me-haa Football Cup -2013

ROING, Oct 6:  Mayu XI lifted the first Ke-me-haa Football Cup 2013 beating Humanities XI of Roing Government Higher Secondary School 4-1 in a penalty shootout at the general ground here today.

Chief guest Dr Mohesh Chai handed over the cup to the winning team amidst huge applause from the crowd. Along with the trophy, the winning team also won Rs 30,000 as cash prize.

Ke-me-haa is the agricultural festival of Mishmi celebrated on September 24 every year, the date which is declared as holiday by the state government in the districts of Lower Dibang Valley, Dibang Valley and Lohit.

The runner up team was awarded with a cash prize of Rs 20,000, which was handed over to them by Raju Mipi, District Sports Officer (DSO), Roing.

The football tournament participated by 18 teams is organized by All Idu Mishmi Students Union (AIMSU) as part of its campaign against opium menace in the district.

Dr Chai in his address to the youths of the district advised them to refrain from addiction to drugs and engage themselves in sports and other co-curricular activities.

A former footballer himself, Dr Chai was the goalkeeper for Bangalore University while he studied for his post-graduate medical degree course.

Guest of honour Malo Linggi, former President, AIMSU gave away the award of best player title to Raju Mito of May XI. The best goalkeeper was awarded to Pangku Mega of Mayu XI by Sokhep Kri, Editor, State Gazeeter.

The title of discipline team went to Government Middle School, Roing, which was awarded by Monti Linggi, Anchal Chairperson, Koronu.

 

 

Public unhappy over local MLA’s performance

RUKSIN, Oct 6: Even though the state government has spent huge amount of  money under various departments for development of Ruksin block of East Siang district, the area is lagging far behind the rest in terms of infrastructure development. Basic amenities are still eluding the area while the residents are crying for strong political will to solve the perennial problems.

The leading citizens of the area, including some PRI leaders said that villages are still deprived of basic amenities like proper surface communication, telecommunications, potable drinking, irrigation system for agriculture, education and other facilities.

The senior citizens of the area have blamed their MLA Tangor Tapak for showing utter negligence towards the burning problems.

No visible development has been achieved by the local MLA and his party leaders during the last four years, people allege.

The major issues like renovation of most important Mirem-Mikong-Jonai (MMJ)) road, development of Industrial Growth Centre at Niglok, installation of Regional Diagnostic Centre at Ruksin CHC, functioning of Ledum Mega Water Supply project, functioning of Ruksin BDO office with construction panchayat offices, demand to set up Fie Brigade at Ruksin and infrastructure development of the educational institutions etc are pending for the years due to indifferent attitude of the local MLA.

Expressing dissatisfaction over the perennial problems being faced by the common people, Ruksin Anchal Chairperson, Aruni Jamoh alleged that their local MLA has miserably failed to achieve any visible development during the last four years.

“Time has come people choose new a leader,” she said.

“Our villagers have been helplessly enduring all sorts of problems for the decades. The opposition MLA has reportedly failed to take up the public problems with the Congress government in the state. Inaction of the local MLA and lack of political will from the ruling party heavyweights have made lives of our villagers miserable. We are in need of strong youth leader as an MLA, who can fight for lasting solution of our problem,” said the lady anchal chairperson.

It may be mentioned that Ruksin area located at Assam –Arunachal boundary has a strategic importance as there is an inner line entry point to enter the Siang belt and Dibang valley of East Arunachal. Thus, it is considered as a gateway of the five upper Arunachal districts with several tourist destinations.

“We have been demanding to set up agriculture and horticulture sub division at Ruksin besides other sub divisional offices but our demands have fallen on deaf ears thanks to the irresponsible conducts of the local MLA and MPs”, exclaimed a senior citizen Okeng Taying, a retired CID official living in Ngorlung village.

Food waste harms biodiversity

The waste of a staggering 1.3 billion tonnes of food per year is not only causing major economic losses but also wreaking significant harm on the natural resources that humanity relies upon to feed itself, says a new FAO report. Food Wastage Footprint: Impacts on Natural Resources is the first study to analyze the impacts of global food wastage from an environmental perspective, looking specifically at its consequences for the climate, water and land use, and biodiversity.

Each year, food that is produced but not eaten guzzles up a volume of water three times larger than the annual flow of Russia's Volga River  and is responsible for adding 3.3 billion tonnes of greenhouse gases to the planet's atmosphere. In addition to its environmental impacts, the direct economic consequences to producers of food wastage (excluding fish and seafood) run to the tune of $750 billion annually, FAO's report estimates.

FAO Director-General José Graziano da Silva said "We all - farmers and fishers; food processers and supermarkets; local and national governments; individual consumers -- must make changes at every link of the human food chain to prevent food wastage from happening in the first place, and re-use or recycle it when we can't."

Uniformity for uniform needed

 Dear Editor,

Through Column of your esteemed daily, I would like to draw the attention towards the need for proper uniform dress code for students of University, College and School. When we meet any university or college students, we are not able to recognize them and we use to get confuse whether they are students or public. There should be proper uniform, so that, we may distinguish between students of university/college and common people. The girl students from Class- IV to college should wear Kurtas and salwar as uniform. It is the duty of Minister, Education, Govt, of A.P, Director of Higher & Technical Education, Director of School Education, vice chancellor of Universities, Principals of the College and Secondary level school and Head Masters of Middle school to implement the proper uniform code.

Apart from Arunachal Pradesh rest of the states of India maintains proper uniform right from School level upto University Level. Therefore, it is my earnest request to all the head of Govt, Semi Govt and Private institution to implement proper uniform in their respective academy.

Dear Editor,

We the people of Pareng village in the name of Simang Hydro- Project Assessment Committee (SHPAC), Pareng would like to appraise the following points for kind consideration and necessary action by the concern authorities.

It is understood from official source and local print media as published in Sept. 21st 2013 edition of Arunachal Times that SIMANG-I & SIMANG-II Hydro Project Public hearing has been successfully conducted as claimed by district administration. However the truth is that no free and fair public hearing was conducted. The hearing was complete eyewash and not in consensus of the project affected people. Most of the bonafide and real land owner was not consulted as it should have been. The videograph of the proceeding was completely bogus and manipulated by some vested interest group for their personal interest.

At the time of Public Hearing proceeding for environment clearance, no public opinion was polled and no public consensus was drawn with the project affected people of Pareng village as per the Govt, guidelines.

Therefore, we the Simang Hydro- Project Assessment Committee (SHPAC), Pareng would like to demand from M/S, Adisankar Power Pvt. Ltd. and the Govt, of Arunachal Pradesh following thing-

1. Early clearance of property Survey Report before any construction activities is taken place.

2. Inclusion of the owner of river as proper owner under the survey.

3. Independent/separate agreement between Pareng village project affected people and the Company before any survey is taken place under specific terms and conditions.

4.  Exclusion of Political leaders from interference in the survey report.

5. Payment of Compensation to the Land & water affected people of Pareng village before any construction activity is taken place.

In view of the above, we the undersigned demand on behalf of the Pareiig village (SIMANG HYDRO-PROJECT ASSESSMENT COMMITTEE, PARENG) to fulfill the aforementioned demand before any construction is taken place otherwise we shall be compelled to launch democratic movement against the power project company and the Govt.

Harassment at the hand of department

Dear Editor,

I would like to lay down before people of state about my views regarding the Non- Payment of full and final bill ‘Tender Work, C/o improvement and up-gradation of Menga to Giba Road (o-08Km) Upper Subansiri District, Arunachal Pradesh, and siphoning of tender money by the executing agency thereof.

I was selected as lowest bidder of tender process for C/o improvement and up-gradation of Menga to Giba Road (0-08Km) for an amount of Rs. 21,49552/- out of total estimate of Rs. 41,07,584/- and subsequently, I entered into an agreement dated 31/03/2012. However, as soon as I entered into agreement, I have been hassled by the executing agency to complete the tender work within stipulation period as given in the condition. So, I started the work on 01/04/2012 and very soon completed the work on 06/06/2012 under the supervision of Er. Lardik Jare (A.E. PWD Division Daporijo) as per the term and condition given in the agreement. After that concern department wrote a letter to me to construct another culvert of value Rs. 3, 35,280/- and accordingly I completed the work very soon as per the advice of the department.

I approached Executive Engineer for first payment of bill. But, they did not made bill payment accordingly and after seven month it made a bill payment of Rs. 5, 74,000/- only on 26/10/2012.

Whereas, I had taken loan amount from different individual person and ground fund just for early completion of said work and total amount of loan money was Rs. 17, 05,500/- upto April 2012. I could not pay back loan amount as per the loan deed made at the time of taking loan. All this happened because PWD Daporijo did not made full and final payment in respect of said works as per the tender agreement.

The works have been completed according to the advice of the department and the tender agreement as well. So, there is no any complaint or counter claim in respect of said work. Thus J.E (S) submitted the completion reports to A.E. PWD Division Daporijo for bill payment. But he surprisingly cancelled the report as if he had any individual grudge against me. And he gave the reason for late payment of bill to complaint from local people. My family is facing lot of problem due to the mess created by PWD department. As I failed to return loan money in right time, the money lenders are also angry with me and I solely blame department for all the harassment that am facing now.

I would like to request to Chief Engineer PWD Govt, of Arunachal Pradesh to constitute an enquiry committee to ascertain the allegation made by me upon the PWD Division Daporijo for siphoning of public money and to prepare correct bill by re-measuring the executed works; and to take appropriate action upon the delinquent as per appropriate provision of law herein in the interest of public.

Why so delay in declaring the result?

Dear Editor,

APPSC took just 3 days to declare prelims result of thousand candidates. On the other hand our police department seems to be in no mood to declare the result of Constable Exam (women) yet even after a month. Whereas both has conducted exam in similar manner using OMR answer sheet.

I request Police Department to declare the result before we doubt the credibility of the result later.
